who is about to pass his final examination in Chinese to act
as Assistant Registrar-General while attached to the Registrar-
General's Office on his Cadet's salary.

I do not propose to grant to Mr. Bruce
Shepherd any extra remuneration at present as Member of the
Land Court, but in view of the large mount of extra work that
will be thrown upon him I have, with Sir Henry Blake's concur-
rence, to recommend that the question of granting him an
honorarium on the completion of the land settlement work be
considered.
The Ordinance herewith submitted provides
for an indefinite number of Members of the Court. It will
probably be found that the work will be expedited by appoint-
ing more than two Members. For the present, however, I do not
propose to add any fresh Members.
6.
In the Estimates for 1904 provision was,
on the advice of Mr. Gompertz, made for the Staff of the Land
Court for 6 months only, and it was hoped that by June next
the work of Land Settlement would have been completed.
I see no prospect at present of that hope
being realised. When, however, Messrs. Bruce Shepherd and
C. Clementi have taken over the work of the Land Court and
investigated the position of affairs a fairly accurate estimate
of the time necessary to complete the settlement will be pos-
sible, and I shall make a report to you in due course on the
subject.
